POLICY ON PHOTOCOPYING, PRINTING, & FAX

STATUTORY REFERENCE: United States Code; Title 17 and all Copyright Law
SCOPE: This policy documents that federal copyright law applies to all use of WCLS equipment and sets the charges for use of WCLS equipment for copying, printing and faxing.

A. Patron Photocopying; Printing from Internet Computers: The Whatcom County Library System provides public photocopy machines and computer printers in some of its branch libraries as a service to its patrons. Copies are $.10 each. In branches without computerized print management, four printouts per day from public Internet stations may be provided free of charge.

B. Photocopying and Printing from Library Resources: Library patrons may copy or print out up to ten pages per day from non-circulating materials or the catalog and database computers free of charge. Staff may provide up to twenty pages per day in response to a subject request or reference question free of charge.

C. Staff, Trustee and Volunteer Photocopying and Printing: Staff, Trustees, and other library volunteers may make copies or printouts for personal use at the rate of $.05 per page. Friends of the Library may make copies to support Friends’ activities at the rate of $.05 per page.

D. Personal Use of Fax Machines: The Whatcom County Library System provides fax machines at library facilities to expedite library service and administrative functions. Staff, Friends of the Library, Trustees, and other volunteers may make occasional personal use of the fax machines by paying the following costs: For faxes sent, the cost equals the cost of the phone call. In most cases the phone call should be directly billed to personal calling cards or home phones so that no money will be paid to the library. For faxes received, the cost is $.05 per page. Fax machines are not available for public use.

The library system will make every effort to establish procedures and policies that will meet the requirements of the copyright law.
